It's a reflex, not a choice
Watch yourself next time. A task gets slightly uncomfortable — you hit a hard sentence, a boring form, a bit you don't know how to do — and your hand goes to the phone before any decision happens. You are not choosing to procrastinate. You are discharging a flicker of discomfort the fastest way available, and the phone is the fastest way available.
Willpower is not the fix, because willpower is exactly what is missing in that flicker of a moment. The fix is to change what is easy.
Give the reflex somewhere better to go

Make the phone slightly harder
- Move the worst app off the first screen. One swipe of friction is often enough for the urge to pass before you act on it.
- Turn off its badges and notifications. No red dots means no pull when you glance down.
- Put the phone face down while you work — or in a drawer, or another room. Distance buys the half-second the reflex needs to fade.
- Use greyscale during focus time if you want to go further; colour is part of the pull.
Block the exits during a session
If you start a timer and then open the app anyway, the timer alone is not enough — you need the exits closed.
